Sounds like you perhaps made the mistake of using the same Apple ID for more than just your owned Developer Program Account - the backend is thus confused and unable to otherwise bifurcate your login.
Best way forward is to houseclean each use case, being sure to employ strictly unique Apple IDs as required.
If you only use one Apple ID, one account, and you are not on any teams/other accounts, and/or have not used that Apple ID with Xcode's free provisioning in the past, you may need to contact support directly and ask for help clearing the knots.

Devs can only use SF Font/Symbols (don't conflate the two, BTW) when doing UI mockups - not sure a 'live preview' qualifies, perhaps more like a static design, say in Adobe or on a bar napkin...

Not all point releases are supported via the Simulator in all examples.
It's not recommended to manually install components such as this, so...
Note the max I see via Xcode 12 is 13.5 as well.
If it is critical that you test against 13.7 proper, and you don't wish to side-saddle Xcode 11.7. you may need to find a device that is still on it.

Don’t include nonessential words that repeat the name or tell people what to do with your app, like "Watch" or "Play." If your design includes any text, emphasize words that relate to the actual content your app offers."
If the name is already in use, the dev is obligated to use another, unique name.
If you use their name by simply adding characters to it, expect push-back during review...it could be viewed as an attempt to piggy-back on another app's popularity as a copy-cat, etc.

What version Xcode was that storyboard originally created with?
What happens if you create a new project and then select/rt. click a .storyboard file...do you see all options then?
Did you use the Product menu to clean build folder?
Did Xcode ask to fix anything in the legacy project?
