I am 11, I am using another account You have to continue to do that until you are old enough to legally enter into a contract in your country. Might be 18, or 21, etc. Right now you are not allowed to own/purchase an account by yourself.
When you are able to do that, if there are apps in the store connected to another account, you can transfer them to your own account at that time.

Be sure you've created and installed an ad-hoc profile in the Member Center.
If this is the process you're using, and it is failing, you may have encountered a bug in Xcode.
Suggest you file one and see what comes back.
Note when using auto signing, once it's been configured in settings, I don't recall Xcode ever asking about it during build....seems that's why it called 'automatic' ;)
The guidelines aren't conditional.
File an appeal using your conditional interpretation if you disagree, just keep in mind that app review isn't here.

There are two role categories - Member Center (Developer Website), and App Store Connect.
An 'Admin' role applies to both, but there are different rights associated based on.
Which one are you?
What is it you expect to do via ASC?

If the account is re-instated, I'd expect apps to still be there, but as for being able to update any of them, you'd need to ask support directly, assuming they will still talk to you.
