Apple keeps that data/system under very tight control. Your app cannot participate/access/use on any direct level*.

No, the store mandates incremental adds - no going backwards. There's no way you can wedge 1.0.4 in there. You'll need to either replace the pending 2.0 with another build, staying at 2.0, or bump past 2.0 with yet another build.
Disconnect your device from your mac, restart both, run Xcode on your mac, re-connect your device and wait for Xcode to see it.
If this is about Xcode 11.x and iOS 13.7, be sure to install Xcode 11.7 and be patient when connecting your device to Apple Xcode to collect symbols from it before trying to build to it.

Not knowing what you've tried, or what specifically prompts the question other than a genuine gap in knowledge, it should simply be a process of repeating the same steps as you went thru when you originally enabled pre-order for that app.
From the homepage of App Store Connect, go to “My Apps” and select the app. Then, select Pricing and Availability and you'll be able to see the Pre-Orders section (if you have never published that app on the App Store). There, select “Make available for pre-order” and choose a date to release your app for download. Done.
If that's not working, and you have further questions, be sure to provide further details...what you did, what you expected, how those differed.
