Something similar worked for me. I pushed a new update a switching the 3 icons (light, dark and tinted) to PNG format and made the trick. Previously the light icon was in JPEG format and the dark and tinted were in PNG.

I've tried using the App Connect API in order to cancel the submission and submitted again for review and the same issue happens.
If I fetch the App Review status I get "Ready For Review". If I do then an API call to submit it for review I get an error saying "The App is already submitted for review".
I wonder what else can we do to fix this invalid state issue? Maybe transferring the App to another account would fix the issue?

The App it's stuck in "Ready for Review" status but under App Review submissions is in "Waiting for review" status. Looks like something went wrong and now it's in an invalid state.

I have the exact same issue here since last week.
I've tried also using the App Store Connect API to see if that makes a difference but same thing happens.
I also tried contacting Apple to see if they can help but no response yet.
Seeing this as well on the Beta 3 but not on the others beta.
