You do not have to be a business to have a Developer account.
You've said you have had troubles creating a Developer Account but you don't say what the issues were? How do you expect us to help you if you don't provide this basic information?
If you do not pay the annual Developer Fee, any apps you write can only be deployed to your device(s) and must be re-deployed every week.
If you pay the Fee, you can deploy to your device(s) and put it on the App Store. You say you don't want to do this, and that's fine; you do not have to.
I find it weird that you've never used Xcode but you've written an app for iOS. How are you deploying it to your iPhone?

Is it only when you open OnlyOffice? If so, don't you think it's likely to be an OnlyOffice problem, not an Apple problem?
When you install a beta version of an OS certain processes run in the background. They may be running all the time, so it's normal for you to see increased temperatures and less battery life. This has been true for years.
It's probably easier to correct the underlying issue by putting the privacy manifest in properly, then you won't see the error again.
You should probably raise these as bugs in the usual way. They won't really get progressed if they're only posted in these Developer Forums.

How did you test this app yourselves? Explain to the App Review team the way you've tested it, and explain how they need to do it.
Is this an app you're developing, or is it an app you've downloaded from the App Store? If it's the former, do you have any code that it's running when you change the volume? Could we see that code?
If it's the latter, you should get in touch with the developer of that app, because we cannot help you here.
