Hi,
I've been unable to upload a build for the last several hours. Xcode spins for a while on "Fetching list of teams from the Developer Portal..." and then reports "The request timed out".
This is not a new app or a new account; I've uploaded about 70 previous builds.

I'm also suffering from this. I'm in 9 active developer teams. Tried the view details on all of them. But still the request times out.
I'm on 10.11.2 using Xcode 7.2. Would like to ship a TestFlight version & App Store version today for a Client.
This is bull ****. It's two days now without being able to submit any apps. I am desperate now so I will delete accounts as sugested above, but what a pain in the ***. I have multiple accounts because I work on multiple projects — in fact I need to release 3 today on 3 different accounts.
UPDATE
Even after upgrading to 7.2, deleting all my accounts and adding back only my primary I am still getting the same error. ****.
I was able to upload my app after removing all of the Apple IDs I had set up except for the one I needed for this app.
Hopefully this is just a temporary problem, as I do manage several active accounts and would find it very inconvenient to have to keep adding and removing them from Xcode.
My work around for now: I use only my Team account in the preferences. I export the app as IPA. Then use the Application Loader, which is a minor nuance but is workable for now. I'm hoping they will fix this with 7.2.1
I was also able to submit after removing all but my team's account from my users in Xcode's preferences.
Thanks DuncanMGIH...this worked for me. As soon as I did the View Accounts and Details for each, I was able to try again and it works.
I've tried all of these things and this is still happening (SIX DAYS LATER!!)
Will someone from Apple please chime in here and let us know what's going on? I have a critical build that needs to go out, but all I can tell my client is "I can't upload to the store because Apple's servers are messing up somehow".
Fixed Press Validate Before upload to App Store and it will work!
I still frequently encounter this issue today with Xcode 13.
