Changing region to US has worked. At least now I know it's an issue with the App Store server and not my code. Thanks.

You can use a photo editor such as Canva and zoom in on your simulator screenshot.
For iPad you need to duplicate what you have for CFBundleIcons but change the name of the key to CFBundleIcons~ipad
The confusing thing is on the HIG it mentions this:
Consider offering an alternate app icon. In iOS, iPadOS, tvOS, and visionOS, people can choose an alternate version of an icon, which can strengthen their connection with the app or game and enhance their experience.
