Same issue here. Can't find solution.
Solution: Called Apple Developer Support and they were able to fix it in about 5 minutes.

Edit: didn't meant to 'answer' this question. Just wanted to add to the 'same here' posts in hopes that Apple responds.
Just a quick update: all of my in-app purchases appear to be working now... The "This item is currently being modified. Please try again later" is now gone. I did not "do" anything to fix it.
I am having the same issue for my recurring IAPs only for all 5 of my apps. I have also not changed any information on the IAPs. It occurs in TestFlight and Development environment only. Production is unaffected. I was hoping this would resolve itself in the past few days but it has not. I will call Apple Dev Support on Monday to try to get a ticket started. Please let me know if you receive any information and I'll do the same. Thanks.

@dimitriev Are you able to replicate the issue on your devices? I am unable to but some of my users are experiencing the issue. It looks like you are seeing the issue on your device, so can you please do the following:https://developer.apple.com/bug-reporting/profiles-and-logs/ Download the CloudKit profile on your device and then follow the instructions. Submit a bug report with that log file and it will help Apple determine what the issue is. I would do this myself, but I cannot replicate the issue on my device.
I am getting the same issue with a small percentage of my users. I cannot replicate the issue on my device but it’s very frustrating for users who are experiencing the issue.

I am having the same issues for a small percentage of my users. I have submitted a bug report to Apple but have not heard back yet. Even after waiting for days, the 503 error persists for some of my users.
