I've been experiencing delays too, my macOS apps (I've experienced it with a brand new app, then an update for another one) have been getting stuck "In Review" for a week or so at a time recently.

It seems to be an ongoing issue with the iPhone 13 at the moment, it's been reported on Reddit a decent amount, then picked up by tech news outlets. There's nothing you can really do until its fixed, but I'm sure that will be soon.
I'm experiencing delays like this for my macOS apps, once for a new app, and another for another app's update, however I never got a message from Apple by themselves, but when I emailed them, I got a similar response that you got.
The new app was submitted on August 30 for macOS after being rejected twice, was "In Review" that evening, then was accepted on September 7.
The update for another app I made was submitted for iOS & macOS on September 22, the iOS version was accepted on the 23rd, and the macOS version has been "In Review" for 2 days so far and counting.
I guess the only thing we can do is wait.

As in the Swift Student Challenge's terms and conditions, it lists Xcode 13.3 on macOS 12.3. I would assume that also includes later versions - so that means 12.3.1 is included too.
The document also says it must run on either Swift Playgrounds 4.0.2 on iPadOS 15.4 or Xcode 13.3 on macOS 12.3. So either or should be ok!

App Review operates every day. I actually got a new Mac app approved on the store two days ago, however there may be a short delay due to the Easter public holidays in some areas.
It appears this issue was solved by porting my Swift Playground to the iPad app (make sure to turn Show Results off), instead of using Xcode on Mac.
