users cant dowload previously purchased app

two users reported this to me:

"I initially got the app when it was first released as iPad only, but I’m not able to download it on iPhone- the store allows only purchase "

"The App Store shows that the app is compatible with both iPad & iPhone, but it doesn’t let me download it onto my iPhone. It doesn’t even show up as a purchased app, even though I use it on my ipad."

is there anything i can do about it or a workaround/troubleshoot that i can send to the user?

Ask them to sync both devices to their computer, and to confirm they are logged into iCloud.

Confirm they are both on latest iOS, 14.x and not trying to download an app that may be too large for download via a cellular connection.

Confirm they are not using j'brkd devices.
