how to publish apps on my behalf clients?

We are running a restaurant agency.
Creating mobile apps and websites for clients.

We would like to publish apps on my behalf restaurant clients.

What documents do I need to provide to publish apps on my behalf clients?

is a letter of authorization from the client accepted?
if not what else?

I think the Apple Developer Program is for developers.

But the restaurant owners are not a developer

the apple app review team forces us to enroll in a new developer account.

it is totally unfair.

We are creating app store apps.

But these rules keep everything difficult as much as possible for the developers.

Most of my clients are not able to enroll in the Developer Program because they are not familiar to do something like that.

I do not want to waste my limited time with these silly steps?

I am not the sales team of the Apple Developer Program.

The client is giving the right authorization to publish but the review team keeps ignore the authorizations and our efforts.

Why we simply can not use our own Apple Developer Program?

Each client needs to enroll in the Apple Developer Program as an Organization. After that they can grant you access to their account.

Did you find any usable solution?
i'm on the same situation, my client are not enough tech to enroll a program, add user, share credentiald, generate certificates and so on, they just want the app on the store and they want it with their name as publisher, not my personal one
I'm in a similar situation and would like to know the answer as well. How do we publish (and later patch) on clients developer accounts?
Davidolesch - what do you exactly mean by "grant access to their account"? Login and password? Or would and invite to their team be sufficient? In that case what happens with provisioning profiles and certificates?

I have published numerous apps under my own company's account, but I'm clueless on how to do that for someone else...
Did some one have a solution?
We have the same problem.
We are not able to publish an app on the behalf of a third company.

Client can authorize you to work on their app

Login to App Store Connect (https://appstoreconnect.apple.com/).
Open the Users and Access section.
Click the '+' button in the top-left corner of the page.
Enter the new users details.
Grant the user with at least the Admin or App Manager role.
Enable 'Access to Certificates, Identifiers & Profiles'.
