Some of the Cordova developers responded to the issue and noted that at least some of the APIs noted above are, in fact, public APIs for the webkit framework.

I solved the problem by upgrading to Xcode 13.3. I had 13.0 and was waiting for the app store to tell me to upgrade. I went to Open Developer Tools->More Developer tools to get the latest.
Shame on Apple for not figuring out a better error message to tell people the app is out of date.
Automatic updates were not enabled. I finally got it to stop automatically reloading my force quitting installd and trashing Xcode in the applications directory.
So far I've tried reinstalling Xcode 13 and 12.5.1 from xcodreleases.com. Each time it crashed macOS at the end. I'm trying earlier releases.
Is there a Cordova solution?
