@flash1821, it's 7 years since you 1st posted your question, and I'm in the same situation (I'm even Canadian) with the same question. Did you discover the best practice for this circumstance ? If so can you share ?

I can confirm that setting the Export Compliance in the plist file and rebuilding allowed the app to appear in TestFlight immediately once app processing completed.
So, this issue just resolved for me. I had tried rebooting my iPhone multiple times yesterday and today. On reboot just now TestFlight showed my build and I proceeded to install.Additionally, I have an open case with Apple Developer Program Support, and I referenced this thread. I'm unsure if TestFlight showing my build after most recent reboot and the support case are releated.BUT subsequent build still are not appearing in TestFlight 12 hours later and counting.
Canada/ NA issue in my case
I too am seeing this issue. My build shows a green circle and "Testing Expires in 89 days" on the App Store Connect, TestFlight, IOS Builds page.I am the Admin and Account holder. In TestFlight on iPhone i just see message "No Apps Available to Test". My Internal Testers also unable to get / see the latest build in TestFlight.I emailed Apple Developer Support 5 hours ago on this too, but so far no response.
