Tried it again. Still not working. Does Apple have absolutely NO INTENTION to support developers to build apps that supply value to their customers?

I logged a TSI a week ago for this, but still haven't heard anything. Am I really the only one using this feature?
One year and two whole iOS versions later and I've just had to submit a TSI for this same issue.
Having a similar issue on Big Sur where after building my app I get 'Distribute Content' instead of the usual upload options. Tried many different things suggested in forums, but nothing is working yet. Tried XCode 11 too, and even after clean it's still the same. Suspect something has changed with the new build system, as I switched over to it.
