I've had this problem for a few months also. I've tried creating a new apple ID on my macbook, and somehow this led to the same page when I tried enrolling again. I have no way to enroll in the program.

I have the same problem
You guys made it farther than I did. I get "Enrollment could not be completed" as soon as I accept the legal agreement. Creating a new apple ID did not fix it either. I contacted multiple people through Apple support - they told me they don't know how to fix it. It's broken.
