I am also facing the same issue. I have AppManager permissions and i have uploaded many builds before even on yesterday. Although there are no pending licence agreement exist on Appstore Connect.

I also faced the issue 2 days ago I'm able to log in to the developer account and the account is also logged into my Apple devices but I can't access to AppstoreConnect. It asked me for the national ID card or passport, so I just provided the passport and still waiting for the approval.
When I try to access my AppstoreConnect account, below mentioned popup just appears on the screen.

I need to provide a build to the client on Test Flight but it becomes a blocker.
I just uploaded a build with Xcode 14.2 and facing the same warning. Any resolution on that?
