I can confirm that Monterey 12.1 and Xcode 13.2 final versions didn’t fix it, either. There are feedback assistant reports regarding this issue, so Apple is at least aware of it. Please consider boosting their priority by filing your own bug report with references to them: FB9780730 FB9755646

Well, the bug is "only" affecting Mac App Store software which traditionally is not the most important thing for Apple. Also, they have other fires to put out...
Not fixed with Xcode 13.2.1 (13C100).
But it is "only" the MAS testing sandbox that isn’t getting refreshed receipts, isn’t it? I’m experiencing the bug, too, but my app’s store submissions make it through the MAS review nevertheless and also don’t cause any issues when downloaded from the App Store, as far as I’m aware. So, can’t you just put an old (and valid) receipt into your app’s bundle while working on your app until the bug is fixed by Apple? At least that’s what I do.
@fernandofromcampinas Just to clarify: In order for an old _MASReceipt folder to work with your current build you need to configure your current build to match the build and version number of the old build from which you took the receipt. Did you do that?

@elemans The issue has indeed been fixed with macOS 12.2, released today. Apple likely also needed to upgrade some server component at the same time, so it’s probably worth checking out older macOS versions, too.
