is there a way for the iOS app I'm submitting to be not available in the App Store for the iPad and only to be available for iPhones ?

We're building a SPA responsive web application. Every time we open the site in Safari browser on the iPad and some iPhones, it shows a popup to increase the local storage. How we can avoid that popup to appear anytime, not even for the first time users of the site ?
