We are facing the same issue (https://developer.apple.com/forums/thread/659083) – no receipt is installed and depending on macOS version (we've tried High Sierra and Catalina), direction of the wind, etc. it either fails silently (to the user) or throws up the app damaged warning.
Given it is failing on at least two macOS versions we suspect it isn't the local end but something wrong at the MAS sandbox end.
Tried reporting by email to Apple, response didn't help solve the issue.
We've now raised a DTS support request and are waiting for a response.
Hopefully Apple will soon figure out what is borked.

Looks like Apple have now fixed this, though as of writing FB8620903 is still marked as Open.
We've now tested on same platforms as before (High Sierra & Catalina) and it is working again. So concur Apple have fixed their backend but our FB report is still marked as Open as of time of writing.
@wnsoft, what version of the Command Line Tools installer did you use to get your svn? TIA
We've just noticed something similar – apart from 3 sales in April only sales in USD or CAD are at 15%, all the rest from Jan-May are at 30%. The 3 exceptions are 2 GBP and 1 ILS at 15%, but other GBP in April are at 30%. So if these are the exceptions which prove the rule it seems to be related to non-USD/CAD sales. Will contact Apple.
It appears this bug has been fixed in Sonoma Beta 5 (which arrived while we were submitting a report in the Feedback Assistant…). Thanks Apple/@eskimo 👍

After no response here we just spent some happy moments going through our app stripping out everything we could to get the minimum reproducible case DTS require for a submission... And then suddenly it worked! And in the last stripping step we'd stripped out some non-code files…
Returning to our full app that worked as well. Looks like we can now verify.
Time will tell if this “feature” is really squashed…
