I did having problems with my Ultra SanDIsk SSD 2.5 inch external USB Drive. While I am testing with VMWARE Fusion 12. It crashes so badly that it Corrupted my entire Ultra SanDisk SSD disk that I have to quit using Monterey Beta for the time being as I have to reformat my external USB SSD and reinstall back Big Sur 11.4.

You can't install Xcode on your PC. Even on Linux. Even though MacOS and Linux are somewhat similar. MacOS derives from BSD Mach Unix Kernel. And Linux have it's own kernel. Mac and Linux are two different operating system. Even the command base are not similar. But functionality is the same. Kali Linux is a pentesting linux operating system. Mostly the compilers are running base on linux not on a mac. If you still need to use Xcode. You certainly you need to use a mac.
Have you had any luck install Kali Linux on VirtualBox?
Have you try using Big Sur 11.4? And try using a USB-C to USB-A 3.0 converter. Or USB-C to USB-A cable? Does that work?
Try this one with the terminal
softwareupdate --fetch-full-installer --full-installer-version 11.4
Have you try type in command line via the terminal with this command.
softwareupdate --fetch-full-installer
I get around with it by download the Big Sur 11.4 via the Apple Apps Store. As I too having the same problems downloading via the Software Updates. Have you try to download the Big Sur 11.4 via the Apple Apps Store???? Try that. And install directly to your mac. I had mine already updated!
Will check again with my iphone see if they are still having problems.
In the mean time check the Apple System Status web site.
I think last Sunday Apple are having Servers maintenance at their end.
If the download completes successfully, but macOS Big Sur won’t install, there are a few things you should try.
Reboot your Mac in Safe Mode by holding down Shift while it boots. Then try and install Big Sur again.
Reset NVRAM. Shut down your Mac. Boot it while holding Cmd + Option + P + R. Release the keys when you hear the startup chime or see the Apple logo on screen.

I used Command R and do the Internet Recovery Methods connecting to the internet. With my Mac Mini late 2014.
Are you currently using Big Sur 11.1. As I too get the same exact message with my Mac Mini 2014. When I am using Big Sur 11.1.
I would go to Internet Recovery to download the Big Sur 12.2.1. As I am using Intel Mac. This is also occurs with the Apple Silicon M1 Mac.
Apple have fix the firewall issues with well known ex-NSA Hacker, Patrick Wardle on Big Sur Firewall bypass exploits.
Firewall Exploits have been remove with the release of Big Sur 11.2

Have you try to download the latest version of Virtualbox 6.1.18.
Uninstall the current version that you have, and install the latest version.
Allow the software from the Gatekeeper.
And restart your Big Sur.
I am currently using Big Sur 11.1. With Intel Mac Mini.
Please take note that Virtual Box currently not working with Apple Silicon Macs.
