Hi!
I had same issue but in my case was for Paid Apps Agreement, I contacted Apple Support by email and they answer me in two business days, after that, I was able to see and accept the new agreement on Appstore Connect.

To solve this you just need to change your Mac Language
In my case is not renewing the subscriptions, I am validating the receipt on device, not sure what is happening.
