Adding 3rd party web view plugins in my app

Hi,

I want to create an app that has the ability to add (kind of install) 3rd party (web-based) extension that could interact with my native app, possibly these extensions will be developed by other devs. I read in "App Store Review Guidelines" under Business> Other Business Model Issues (3.2.2) the following:

"Creating an interface for displaying third party apps, extensions, or plug-ins similar to the App Store or as a general-interest collection."

Is it only not allowed for monetization or not allowed in general?

Does someone can explain what is it about, and am I allowed to do what I described above?

The obsidian editor lets you do just that: https://obsidian.md/plugins

I think main difference from those prohibitive guidelines is that the plugins aren’t general purpose.
