Siri cannot be turned off on iOS 16.4.1

The process for turning off Siri depends on the device you are using. Here are the general steps for different devices:

On an iPhone or iPad:

Go to Settings. Scroll down and tap Siri & Search. Toggle off the switch next to "Listen for 'Hey Siri'" to turn off Siri completely, or toggle off the switch next to "Press Side Button for Siri" to disable the Siri activation method.

On a Mac: Click on the Apple menu and select System Preferences. Click on Siri. Deselect the checkbox next to "Enable Siri" to turn off Siri.

On an Apple Watch: Press the Digital Crown to go to the home screen. Tap the Settings app. Tap Siri. Toggle off the switch next to "Hey Siri" to turn off Siri completely, or toggle off the switch next to "Raise to Speak" to disable the Siri activation method. Once you have turned off Siri, you can turn it back on by following the same steps and toggling the switch back on.

The proposed solution doesn't work. toggling off listen for her siri doesn't do anything. Siri still activates if you say "hey siri". This is much more problematic than the description states too, because my wife's phone's response to "hey siri" somehow intercepts my command to my phone and she always dismisses it because she's actively using her phone, which means my commands end up never being acted upon. She doesn't want "hey siri" active on her phone, but there's no way to get it to stop.

I cannot turn off Siri to this day. iPhone 15 (current model). Fully updated. This is a huge privacy concern for me.

I found the solution to turn off Siri so that it is not listening and will not respond to “hey Siri”.
