App Store submission failed not able to add app review on App Store Connect.

I am also getting the same error message:

An unexpected error was encountered when submitting for review. If the issue persists please contact us

I have tried everything: Create a new build 4 times Created an entirely new app and build Update xCode and Rebuild Changed settings, checked certs, profiles, keys -- everything and no luck

If you open up the inspector the response returned is:

{status: "500", code: "UNEXPECTED_ERROR", title: "An unexpected error occurred.",…}

I have resolved the error. Please ensure that you have completed the following steps:

1. Make sure that you have included the Age Rating and Content Rights information.
2. Include the Price of the app. If it is free, enter zero. Please ensure that zero is added.
3. Add the Privacy URL.
4. Double-check that you have entered the correct First Name, Last Name, email address, and Phone Number. If possible, include a friendly greeting in the notes section.
5. Ensure that you have added the Copyright information.

In my case, I had overlooked these steps, and the error message did not provide clear guidance. After completing all the necessary steps, I was able to submit my app for review. I am pleased to report that it was released today.

I was finally able to get it to submit. Make sure to set the Pricing and Availability information even for free apps and then save and try to submit for review.
