Can we upload and submit a "Hello World" app for proof-of-concept (POC) purposes simply to test Custom App Distribution via ABM's capabilities? Thank you!

No, you can't. It will be rejected (see guidelines). However you could use TestFlight.

Please don’t treat App Review as a software testing service. We will reject incomplete app bundles and binaries that crash or exhibit obvious technical problems.

Demos, betas, and trial versions of your app don’t belong on the App Store – use TestFlight instead.

4.2 Minimum Functionality
Your app should include features, content, and UI that elevate it beyond a repackaged website. If your app is not particularly useful, unique, or “app-like,” it doesn’t belong on the App Store.
