I've added a new build and a new version to the app store and after answering the compliance dialog, the app still doesn't allow adding new test groups and they are still greyed out. This has been like this for 12 hours now and I tried adding another build but still nothing. What do I do?

Same. I'm only seeing the issue on macOS builds. I contacted Apple Developer Support and others should probably do the same.
