Developer Devices Ineligible for 14 days

I applied for a personal developer account. After registering iOS devices at https://developer.apple.com/account/resources/devices/list, the status of each device shows Ineligible for 14 days. 

 As a result, my project cannot be debugged with this account, and my app cannot be published in the App Store

 What should I do in this situation?

Is there any solution to this? Having the same problem for some devices registered, while some others dont. Stuck and no clear reason returned from API.

What happened to the device status prompt "Ineligible for 14 days"?

Same issue, I buy new account and when i try to build my unity project through xcode its giving me issue. I open apple developer account and i show my iPhone is intelligible for 30 days what's the reason behind this

Devices may be moved to an ineligible status for up to 30 days if the Provisioning Device Identifier was previously associated to memberships that were terminated for violating the Apple Developer Program License Agreement.

Maybe that's problem. But what happened after that? Do you guy continue using registered devices as usual? I wonder whether this affects to your apple developer membership?
