You do not need a car to get started with CarPlay.

CarPlay is not an independent platform, but part of iOS, so what you’re looking for is in the iPhone simulators.

After launching an iPhone simulator through Xcode, go to the I/O menu, select External Displays, then CarPlay. This will get you a CarPlay window in the iPhone simulator. Running your iOS app in the same simulator will allow you to target this display.
