When I log into App iTunes Connect the only button that works is Artists. Clicking on Apps does nothing. I have tried in chrome and safari and with other ITC logins.
I don't have any contracts to approve or sign over at https://developer.apple.com.
I do see javascript errors on that page not sure if that is what is preventing it from working.
