Can i have a app distribute custom private via Apple Business Manager, can i public it?

I have an app, which currently design for my company, my app use Custom distribution with Apple Business Manager. Users can not manually create accounts. But I want to create this feature in the next version, make the app can use with a wider target.
Can I make it public?
If my app can not public because of my current distributions, can I create a new one for the public?

It looks like this is not possible: https://help.apple.com/app-store-connect/#/dev275598f16

But you can easily create a second app which is available in the appstore - if needed you can create a new target in you existing project and export it with the new bundle-id

You would need to create a new App ID and publish it to the public store as a separate app. There is no way to move an already published app from private to public distribution.
