AppTrackingTransparency alert always required when using ads?

Hello,

Will it be mandatory for new apps and updates to use the AppTrackingTransparency framework and show the alert that asks for tracking permission if an app uses AdMob ads (Google Mobile Ads SDK)?

Or if the app does not use the AppTrackingTransparency framework does that simply mean that the Google AdMob SDK can't use the IDFA and the ads will be less targeted for the user? Or does Apple always require to use the AppTrackingTransparency framework and ask for tracking if an app uses Google AdMob ads?

Have you learned any more about this since posting it? I have same question and have yet to find the clear answer on if ads aren't shown or are less targeted, so uncertain how to implement in relation to an IAP to eliminate ads, and what it means for App Store Connect submission.
Change your mediation provider to a modern one. MAX ads for instance.
