I have facing with same problem too since 17 August. Still same.
facing same problem
Same error, we tried almost everything. Nothing works.
Facing this issue since 13th August.
Small hint: Were distributing this app for the Business Manager. Another app which we are distributing to the public AppStore was able to submit for review.
Same problem since 14th of August.
