Will there ever be NFC scan mode available for iPhone6s?

I am on iPhone6s and can't be more excited about app clips, but unlike the NFC scan mode available for iPhone7-X I can't see any such options to use the NFC feature on my iPhone6s. That being said IOS14 being available on older models like iPhone6s, 6sPlus and not having the NFC feature is very disappointing. Will that feature be added in the upcoming betas of iOS 14?

CoreNFC has never been opened up on the iPhone6S, it's only ever been ApplePay.

I imagine there is some kind of hardware limitation with those devices which is why it has never been made available to us.
