Complete Enrolment is taking forever

I created a new apple Id with and a new developer account. I inserted my credit with which I bought new iPhone and always pay for the iCloud, for my private account (the credit card is totally fine). More then a month I have the following:
Purchase your membership.
To continue your enrollment, complete your purchase now.
Your purchase may take up to 48 hours to process

I contacted them via email adding my ticket id the response was to check my credit card so I added all the receipts apple monthly charge for the iCloud and the last receipt for buying iPhone (few month ago). Since then I cant get any response from apple even if I open a new ticket.
I tried a different card,I tried the same card several times, I registered with the new account on my old mac (I read somewhere that u must have a registered device on that account) BUT nothing helps. For some reason apple doesn't response via email any more . There is no phone support to call, I never saw such a bad service and I have no idea what else I can do

I've got the same problem, been almost two weeks now. Tried contacting apple support but all I got was a case number. It's been a long time since the op started this thread, has anything worked for anyone? I really have to publish this app soon cause I'm losing money (I'm from Pakistan btw)

Same my case, It take so long now a day. Who have experiences please share.

Did you receive any email from the work email provided? We also experience this problem after sending our DUNS number to the apple developer program.
