Complete Enrolment is taking forever

I created a new apple Id with and a new developer account. I inserted my credit with which I bought new iPhone and always pay for the iCloud, for my private account (the credit card is totally fine). More then a month I have the following:

I contacted them via email adding my ticket id the response was to check my credit card so I added all the receipts apple monthly charge for the iCloud and the last receipt for buying iPhone (few month ago). Since then I cant get any response from apple even if I open a new ticket.
I tried a different card,I tried the same card several times, I registered with the new account on my old mac (I read somewhere that u must have a registered device on that account) BUT nothing helps. For some reason apple doesn't response via email any more . There is no phone support to call, I never saw such a bad service and I have no idea what else I can do
So just bought the cheapest app in the app store with same credit card , the card obviously worked with no issue. Then I placed an order in the developer account again, lets see if it helps
Even this solution doesn't help, It's over one month I'm trying to pay 3 different cards from different banks but all of them cancels instantly. I have bought apps and song with that cards, So they are working fine with Apple but according to my banks, they confirmed that Apple even didn't try to charge my account for developer fee!!! So the process cancels instantly.
I don't know how in the earth we are facing with this issue all around the world and nobody from apple doesn't following up the issue!!!

Same issue for 2 months now. Still trying to solve it with support
As follow up to my initial post purchasing an App on the apple store didn't help (although u get the receipt), so don't waste your money. Changing cards also didn't help. Contact with apple support didn't help as they don't provide support for developers and don't have theirs number to contact.
Conclusion: Currently I have no idea what else can be done, there are a lot of threads about the issue form different people around the world, if any body knows how it can be solved please share.
equal problem any idea? the reason is the country? the target? why? apple in permanently silent. in google play in one day regsiter, but here never.
Same problem here. Its about a month since i applied for the enrollment.

All the purchased enrollment is canceled.

I have contacted them via email but it's takes a very long time to replied my message.
Apple stopped to reply to my emails after I added all theirs receipts for the validity of my credit card
Did you found solution guys? I'm waiting more than 2 months with valid 3-4 cards. Nobody wants to share with me his bank account anymore ))))) What is the problem, did you solve your issue?
No, same issue is for me, I called apple multiple times but their support only for customers and not for developers, I have no idea what else could I try
So after more than 2 months of waiting somebody from the apple support contacted me and and asked for my passport to upload, sounds very promising )))

Any success? I've been trying for more than 3 months now, created different accounts and tried to order developer subscription, but order never gets processed.

I have doubts maybe we are using the wrong web site, even this portal does it belong to Apple? I never seen any comment from Apple staff on any post.

Making any order from Apple store takes seconds to get processed why developer account takes for ever and never get processed.
