Apple Developer Program membership will be terminated

We have completed our investigation and have determined that your Apple Developer Program membership, or another membership associated with your developer account, has been used for dishonest or fraudulent activity. This is prohibited by Section 3.2(f) of the Apple Developer Program License Agreement:


"You will not, directly or indirectly, commit any act intended to interfere with the Apple Software or Services, the intent of this Agreement, or Apple’s business practices including, but not limited to, taking actions that may hinder the performance or intended use of the App Store, Custom App Distribution, or the Program."


For this reason, your Apple Developer Program membership will be terminated. This appeal decision is final, and any subsequent appeals you file will be closed without review.


The guiding principle of the App Store is to provide a safe and enjoyable experience for users and a great opportunity for all developers to be successful. We work hard to make the App Store a trustworthy ecosystem and expect our app developers to be honest with users and with us. Manipulative or misleading behavior degrades user trust in the App Store and is grounds for removal from the Apple Developer Program.


We have found a pattern of manipulative or misleading behavior that has led to the termination of your Apple Developer Program membership. These behaviors can include, but are not limited to, inaccurate metadata describing your app or service, misleading app content, engaging in inauthentic ratings and reviews manipulation, providing misleading customer support responses, providing misleading responses in Resolution Center, engaging in misleading purchasing or bait and switch schemes, or other dishonest or fraudulent activity within or outside of the app.


This notification is not intended to be a complete statement of the facts regarding this matter, and nothing in this letter should be construed as a waiver of any rights or remedies Apple may have, all of which are hereby reserved.


Once your Apple Developer Program membership is formally terminated in our systems, we will deny your reapplication to the Apple Developer Program for one year. After one year, you may petition the App Review Board to reinstate your account by completing this form: Re-instate a Terminated Developer Program Membership. In your petition, provide the specific reasons why the App Review Board should consider re-instating your Apple Developer Program membership.

This is the new account I just purchased,I checked and found no violations,just submitted two app reviews at the same time

We developed and completed our first stand alone game in May 2020, so we wanted to list IOS Store, so we purchased the IOS developer account.

At 6:16 on May 22, 2020, we submitted the first version for review. This version has no paid version of advertising.

After that, we made another version, which is an in-app purchase version. So it was submitted for review at 12:58 on May 25, 2020.

Here we explain why we have to submit two versions. Because of mainland China’s policy, it is not possible to open an in-app purchase without a version number, so we distinguish it. In mainland China, there is no paid ,only advertising version, and in other regions, add in-app purchases.

The two applications went through the review process at 10:03 am on May 30, 2020. After receiving the email, the two applications were rejected at 07 and 08 respectively. The brief description is that the audit time exceeds expectations, waiting for them to complete the audit and notify them in the resolution center.

After waiting for a few days, the two apps received notifications at 9:29 and 30 on June 4, 2020, informing developers that their qualifications have been marked for deletion and we need to file an appeal on the 14th.

At this time. We investigated all possible reasons. Cocos Creator developed a stand-alone game with no hidden functions. The game functions are relatively complete. It has been tested on some Android and H5 channels. The payment is also using normal Apple payment. If the box test is successful, the most likely thing is to Two applications reviewed at the same time, so the first time is to initiate appeal.

However, Apple did not take care of our small developers. At 11:10 on June 5, 2020, we received a notice that the violation of the 3.2 regulations and the developer's qualification will be deleted.

Later, we tried all the ways to contact again. Since our solution center does not have a reply function (all browsers have tried it), we can only communicate through webpage feedback, email, and customer service telephone. In addition to the review, Apple’s other mechanisms are still very complete, and the customer service attitude is also very good. It will generate a case number and timely feedback, but they can’t contact the review team. A newly purchased developer account directly delete the developer account with just a set of template responses. This is very unfair. When submitting in Google Play, Google also took out screenshots to specifically inform the problem, and we quickly corrected the problem. After re-submission, it was approved. But when Apple reviewed it, we didn't even know where the problem was, and delete the developer account directly. Personally, we are really powerless for such a large multinational company. Even if we open a new developer account, this may still happen. but we still don’t know where the problem is. Checked a lot on the Internet, many developers did submit the vest package by themselves, hide the code, bypassed the Apple Payments being blocked, but there are also many developers who do not have these behaviors, some developers may appeal successful, but we did Not so lucky. This time I was really disappointed with Apple.

In fact, I also applied for a developer account in 16 and 17 years, and I submitted two simple free game applications, and I no longer manage it. Later, the account was inexplicably blocked. That would be because I was at work and had no time. Follow-up development, there account is no appeal, it is estimated that his game is too bad (declared that in addition to the game is bad, there are no violations). I don't know if this has anything to do with it.

Now I have resigned from full-time development. Every time I encounter this kind of problem, it will take a long time. I have been interrupting the progress of game development. If I can't get it on, I will focus on Android, PC, and H5 platforms. I hope it will be smooth sailing in the future.

Spruce i'm facing same problem like yours. i have develop my app with advertisement and i upload first Build of app and Membership Goes to Termination. i have made lots of call with Apple Support Adviser and Send many mail, but i didn't find solution. then after i purchased another membership and same thing happen first app and first build account goes to termination.. Now i will never purchase membership of Apple Developer.

You are right for "Apple did not take care of our small developers". i'm having 6 years of Experience as iOS Developer, Last 12-13 Months to i'm individual developer.
