Yep. Opt out of beta software and reboot, run macOS Developer Beta Access Utiltity again. Works on 10.13.5.

none of these worked for me:
- Unenrolling then rebooting then downloading again
- Approving licence terms on apple developer / app store connect (maybe I have to wait a bit ?)
- Using seedutil
