I have the same problem trying from Denmark.
Download the Beta-Profile again, and install to your Mac..
After that, the Download will appear in mac-App-Store.
Same alert, unfortunately. System settings -> AppStore indicates that beta program is active, and after installing the beta utility, I'm presented with the download page in AppStore. But same message. When you write beta-profile, your're thinking of the "macOS Developer Beta Access Utility" right?

Had to unenroll (in System Settings -> AppStore), restart (maybe not neccessary) and then reinstall the "macOS Developer Beta Access Utility".

Does anyone have any other solutuions? Un-enrolling and rebooting did not work for me.
With mobile devices, previous beta profiles MUST be removed. And, for example, the new beta profile MUST be installed directly to the Apple Watch.
Now, with my iMac, I needed to remove the original beta profile and then install the new beta profile, restart, and launched directly to App Store. However, my first attempt at installation did not proceed. Went through the process a second time and it worked.
Now, when I restart it always indicates that there is a problem. Same occurred with Safe Boot when no extensions were loaded. So, I hope that I solved one issue.

I am most likely late with the reply, but still: you should check if you have to agree to the updated development program rules before downloading beta software. Just proceed to iTunes connect (App Store connect) and check if there’s a banner asking you to review the terms. After you agree, you can proceed.

I found the way to fix this problem for me:
1. Unenroll (in System Settings -> AppStore)
2. Restart (maybe not neccessary)
3. Download Beta from developers site (not from beta.apple.com) https://developer.apple.com/download/
4. Install package from macOSDeveloperBetaAccessUtility.dmg and then you can download beta from MAS
