I have the same problem too, but it seems a mystery, nobody knows what the reason is, even Apple itself answers vaguely and they don't help you ...
It is not possible that no one in the world has managed to solve this mistery. I've also been in the same situation for 10 days, but I read that this enrollment block has existed for years and Apple pretends not to know when you call them.
I have never activated an Apple TV + subscription, not even on trial, and I have always had the region / country in Italy and yet I also get the screen that it is not possible to register for the developer program. So I don't think the problem is Apple TV +
Is if the problem is why don't we use Apple Pay?

Yes I have the .lproj folders in the project, as you can see in the image below, but how do I know if xcode included it in the review submission? Is there an option I need to set?
Here's the problem, my app name can't be used in other countries, here's the alert I got now: English - The name you entered is already in use for another app. If you own the trademark rights to this name and would like to have it unlocked for use, please submit a request.
So it seems that the name I gave to my app I can only use in Italy, why in other countries they have the ownership of this name :-(
But then do I have to change the name of my app?
Yesterday afternoon I solved it by adding a word to the name of my app, so it worked and I could add more languages.
