To anyone who may happen to experience the same, and there is really no button, i managed to get it back, i did a couple of risky things that paid off. First take down the original Build, and upload a newer version And secondly, I "deleted" the app, so it got sent into the "recover" menu, i checked it and then the age rating menu appeared, so I reinstated the app and got to fill the form. In my case the age rating form appeared in the "app information" menu, under license agreement, but as soon as i filled it and sent the request for review, it disappeared again
