It seems that .navigationViewStyle(StackNavigationViewStyle()) fixes the Issue.
But it disables all the nice Sidebar Features on iPad so its also just a temporary workaround.

I am currently experiencing the same issue and didn't come to a solution.
Very frustrating.
I've experienced the same issue and also don't have a solution so far.
My Mac was registered for the Beta Mac OS program.
After removing the certificate I could unpack Xcode as if by magic.
Before that I could not do anything with about 60 gb free disk space.
