I couldn't access the receipts through the purchase history as some people suggested. I'm not sure if there's a restriction for Brazil, but the only solution I found was to contact support.
The supervisor I spoke with told me that it's currently not possible to access receipts through the purchase history and that contacting them by phone or email is the only way to get them.
Here's the process I followed:
I went to https://developer.apple.com/contact/topic/select
Clicked on "Subscription and account"
Selected "Program purchase and renewal"
Was redirected to https://developer.apple.com/contact/topic/SC1101/subtopic/30007/solution/select
Chose the Phone option, though Email was also available.
I made sure to express my dissatisfaction with the lack of access through the history. If you run into the same issue, I recommend you give your feedback too.
