I have the same issue. After month of trying to enroll with new and new credit cards and useless email chat with apple support still I cannot register developer account. Finally I created new account with other email, and tried to enroll, but with no luck.After entering credit card information I again get an email "Thank you for your order, it will be processed within 2 business days", but money don't get charged and nothing happens again.

I've managed to find the link showing my orders:https://secure2.store.apple.com/shop/order/listall of them are cancelled except the first one in the list, which is marked as "Enrollment Complete", but inside details it's still marked as:Something went wrong.There was a problem with your request. Please try again.And now I can't pay with different credit card because of the message "duplicate order" showing up when I try to enter card details and process order again.The bank support says that there were no any attempts to charge money from my card.I don't know what to do.

The problem is widespread, many people can't enroll or continue dev program, after entering credit card details nothing happens.Please everyone contact apple support, maybe they'll eventually awake.

Same problem here, I contacted support, but they didn't help with their advices to contact bank or change credit card - all this is done multiple times. It is NOT bank problem. We need Apple to fix this.
Unfortunately, the link posted here to feedback assistant launch the app that I must log in to, and after I enter login and password it says that it couldn't log in and to try again later.
There is a problem that Apple support can't acknowledge - many users can't pass through payment option at developer profile. The order is created, but the money is not withdrawn from credit card. We need to reach someone at Apple who's in charge. But how to do this? Support keeps repeating the same thing - try different card, contact your bank, etc. And ignore that we used dozens of cards and banks yet. And there are no problems with these cards elsewhere.
No, no any violations, etc. Also, I tried another account newly created for other person with different credit card - still the same, money was not withdrawn, and order was closed. I don't know how to file a bug - the app Feedback Assistant (if this is right name in English) is not working, throwing error 'try again later'. Apple email support keeps telling to change credit card, etc.I think it's some kind of intentional geographical restriction.
