How can I upload a new build version if I cannot see the + sign on the UI?

The best way I can describe it is by showing the behavior of the website.
I am submitting a new build to the app store via app store connect. I choose a build, set the version, click save and then i get 403 forbidden (API KEY) not sure what to do from here.
The build works on testflight, and the app store connect tells me the build is ready for submission
