You can contact support by going to your developer account -> contact us -> provide your number and they will call you.But I'm afraid they won't be of much help.I have the same problem. I've been trying to create an account for 3 months now.3 apple ids, 4 cards and 2 banks later, it still doesn't succeed.Support is useless and so is my bank.I'm from India.

To transalte what regismani said,"I finally managed to pay my develop account! After 3 months of trouble ... I managed to get the information to make a transfer to APPLE USA. So I was able to pay them that way. It's long, there are additional costs, but it worked! Good luck to all !"Claude31, do you happen to have the information required to make a direct transfer?

I finally managed to complete payment.What worked was asking Apple Support to create an order for a direct wire transfer and mentioning the fact that this problem is widespread with a reference to this forum discussion.I was then able to transfer 99$ directly to Apple's bank in USA. My bank charged me extra for the transfer but the payment succeeded.This is also a new account not a renewal.Good luck!
