I finally managed to complete payment.What worked was asking Apple Support to create an order for a direct wire transfer and mentioning the fact that this problem is widespread with a reference to this forum discussion.I was then able to transfer 99$ directly to Apple's bank in USA. My bank charged me extra for the transfer but the payment succeeded.This is also a new account not a renewal.Good luck!

Please create a tweet and tag tim cook and apple support. I did so but they just told me to contact developer support!If more people tweet then hopefully someone important will see it and get it fixed

You can contact support by going to your developer account -> contact us -> provide your number and they will call you.But I'm afraid they won't be of much help.I have the same problem.
