same issue here. seems to be reproducible when i use ADD EXISTING Testers before Apple has reviewed the app: Users get the update email from testflight but the version gets stuck.
could resolve it every time by removing and adding the testers and then use ADD NEW. unclear (untested) if it would also be resolvable via ADD EXISTING after being reviewed.
