We encountered the same problem. The build version of our App was iOS 9.0, but after we uploaded it to the App Store, the build version was also changed to iOS 11.0. It is not clear whether it is a bug of Apple.

We had the same problem. Our App was built on iOS 9.0, but after we uploaded it to App Store Connect, the build was also changed to iOS 11.0. The current suspicion is an Apple bug.
The system is macOS Big Sur 11.4, Xcode 12.5.1, the deployment target is set to iOS9.0 in the project, but the lowest supported build version will change to iOS11.0 after App Store Connect is uploaded.
We haven't released it yet, @vitonzhangtt, do you see iOS 11.0 as the lowest supported version in the App Store after the release?
I hope Apple can deal with the same problem soon.
The log shows that Springboard caused the problem, anyone have this problem?
