I commented above, but just to clarify I used always USD and had a USD payment card from PrivatBank. Just visit a Privatbank office and ask for a EUR Payment card, and then update as explained before: a new bank account with the new EUR account and new IBAN, and with EUR as currency. Changing only the currency to EUR will not work: Apple will send the money, but Privatbank will not accept it. You must have a correspondent bank account with the same currency. How to update the bank: From the AGREEMENTS tab, click on Paid Apps. You have to click the words even though they do not have a blue hyperlink. You must be on the AGREEMENTS tab, not the Banking Tab. Under Bank Accounts on the AGREEMENTS tab, click Edit. From the Edit drop-down menu select: Replace with New Account and enter all the new info.

I replaced the old one with a new bank using the new account and IBAN, and did choose EUR in the pop-up (under Bank Account Currency). The rest is basically the same, your name, address, and same MFO bank code: 305299, with the difference being the new account, new IBAN, and EUR for payment. You have to press many times the Save button until accepted, even if everything is correct...a very old Apple bug :)
This is my case: I got a message from Apple Finances that payment in USD would not work, but in other currencies, like EUR it could work. So I went to Privatbank and did open a new account in EUROS for payments (in the same way I had already one in USD). So you get a new card, an account number, and IBAN. Then update with them in AppStore connect as your new bank and it should work. If you are not in Ukraine or can't visit a bank office, you can do all that online, just ask for support in privat24.ua: tell that you need to receive EUROs via SWIFT. That was my solution, but others maybe have done something different (and sure Monobank works as LumuS wrote, so you can also try that) I also suggest that you contact Finance as soon as you change the bank, as they may update the payment status, as it happened to me.

I have tried also to contact Apple at: eurodev(at)apple(.)com and devprograms(at)apple(.)com and basically asked them two basic questions:
We need to know if the problem with Privatbank is temporal and in that case, how long time approx do we need to wait for payment?
If changing the bank is required, then which Ukrainian banks will work? If no Ukrainian bank works, must then register a foreign bank? (not sure if allowed)
No responses so far.
I'm sure you are aware that a similar problem happened with Ukrainian developers and the Steam platform. But at least Valve was more transparent and explained that t was just a matter of time before they solved the technical glitch. (just Google if you have not read about it)

The same here, amounts have been added. And balance carried forward. No answers from support. Simply, not acceptable!
I contacted support today, waiting! At least we know we are not alone in this issue. Let's hope they answer!
