We're seeing similar behaviour - but only when building Debug. Release builds aren't currently affected. We would also appreciate any tips on how to get more diagnostic output.

No, we still have the same issue, and I haven't yet had a response from Apple.
An update - after trying a bunch of other tests, eventually I tried making a build using XCode 10.3. This isn't ideal as I've had to disable support for Sign in with Apple, and things will only get worse from here, but that build passes the verification step.This seems to strongly indicate that there's a bug somewhere in XCode or in the verification process - or at least that if there is a problem on our side, then XCode10 used to make it work as expected.I think I'll need Apple's help to resolve this issue fully.
